Being optimistic and with a ton of goodwill one can think that could be the case and hope that they finally get it. It does not mean we have to stop the efforts but I'm also being cautiously pessimistic when a government has been executing so well a long term plan (kudos for that because it has been done with cooperation from many sectors, masking the funding through a non-governmental organization) to become a dominant regional  and international player in the telecommunications market.

Review what happen at the last WCIT and you will get a better and more complete picture.
