yes.  I prefer to work in the truly multi-equal processes of the RIRs.
 No one group has more clout in those PDPs.  In fact there are no
Stakeholder groupings.

In ICANN processes certainly.

But I agree that the GAC for instance is "more equal" than others in
the By-Laws.
