  McTim's statement is correct - As someone present throughout, I will note that
  the topic of a meeting in Brazil did not come up at all during the Montevideo
  discussions; 1net was discussed as an initiative needed to catalyze community
  efforts on Internet governance challenges.

  also highly influence the organization an outcome of the Brazilian meeting" is
  specious, since the meeting was unknown and hence not discussed by those

According to the ICANN BoD damage control after the fact resolution that was kept "quiet" or "confidential", Fadi got his mandate by the end of September.

That was pre-Montevideo, pre-Bali.

Even the agenda for that BoD meeting was changed after the fact to point to the Nov 17 resolution. Great example of bottom-up openness and transparency.

The above is NOT possible because in Montevideo, the I*s didn't know
there would be a Brazil mtg.

They didn't even know that Fadi would get a mtg with Brazilian Pres.
Fadi didn't even know he would be meeting her.
