The five Regional Internet Registries contributed views in response to the ITU’s public consultation in preparation of the World Conference on International Telecommunications (WCIT) to be held in Dubai in December 2012, where the International Telecommunications Regulations (ITRs) will be reviewed.
The five RIRs supported the continuance of the ITRs to guide and promote the growth of international Internet connectivity. In their collective submission sent to the ITU, the RIRs stated that while they share many of the concerns expressed by the ITU Member States in the fields of interconnection costs, security, spam, and issues relating to Internet resources, they don’t believe that some of the proposed new ITR provisions can effectively help to solve these matters. Instead, the letter says that “many will carry unintended consequences: the ITRs will remain unchanged for many years after WCIT, while most of the issues of concern will change as technologies will evolve.”
